Rezoning Application Submitted for High-Density Development on Trenton Road
In August 2025, development company Heritage Capital Partners submitted a rezoning application containing a maximum of 175 housing units for land on the Cary side of Trenton Road next to I-40. This development will almost double the number of households in the corridor and will greatly increase traffic. Application 25-REZ-12 requests rezoning from Office and Institutional (O&I) to Residential Multi-Family-Conditional Use (RMF-CU). PUBLIC HEARING SCHEDULED FOR APRIL 30, 2026 – PLEASE ATTEND
As part of Cary’s rezoning process, Public Hearings are held during regular Cary Town Council meetings to allow the public to comment. The Public Hearing is the most important opportunity to show Council members, who will eventually vote on the rezoning, that many people are concerned and oppose the rezoning. Having many attendees is critical to the effort to prevent or mitigate this rezoning. You do not have to live in Cary to attend or speak at the hearing.

ARCTC is very concerned about this rezoning because
- The density of this project does not fit in the ARCTC area of high-tech campuses, single-family homes, and natural parks and streams that also attract a very active recreational community.
- Safety for both vehicles and people will become an issue if the road infrastructure is not available.
- The road infrastructure needed to support the development is not currently planned and it would be very hard to fit the amount of lanes needed into the existing roads, especially on Trenton Road in Raleigh.
- The ARCTC corridor functions as a single entity between Trinity and Edwards Mill Roads, so development on the Cary side of I-40 impacts the Raleigh side of I-40.
- The traffic study associated with this project does not take into account the anticipated increase in traffic from Lenovo Center and Carter Finley or the impacts on the Raleigh side of Trenton Road.

Where is the property?
The 21.70-acre property is within the Cary town corporate limits and includes 101 Roscoe Trail.
The development is on state-owned land that is under contact to Heritage Capital Partners Trenton Road LLC and is currently zoned OI (Office and Institutional). The Future Land Use Map shows the land as “Employment Mixed Use Campus.”

What is the developer proposing?
The developer proposes to rezone the property from Office and Institutional (O&I) to Residential Multi-Family - Conditional Use (RMF-CU). The request contains a maximum of 175 housing units in a minimum of two residential dwelling types, such as multi-family, townhomes, patio homes, or duplexes. The request conditions include at least 10,000 square feet of community gathering area, retention of at least 15% of the site as undisturbed open space, and ensuring at least 5% of the multi-family units are affordable at 80% area median income for a period of 30 years.
